While many phone/tablet apps can run on Google TV devices, there are packaging requirements and some considerations.

Ensure you don't require access to the touch screen feature. If your app will only work on a Google TV device, state that you require this. Consider changes to your UI as well.

The default for Android apps is to require the touch screen feature. To allow your app to be visible to Google TV devices, you must explicitly state that you do not require a touch screen. Obviously only do this if you have a button-based GUI, although at least some Google TV devices (eg., the Vizio Co-Star) have a slider touch-pad on their remote that can simulate much of the touch screen interaction.
